Within the framework of Barcelona’s Pla Terrats programme, a municipal strategy aimed at accelerating the energy transition and achieving climate neutrality by 2030, Barcelona City Council and Barcelona d’Infraestructures Municipals (BIMSA) are promoting the large-scale installation of solar panels on public rooftops and urban spaces. The objective is to multiply municipal photovoltaic generation by five between 2023 and 2030, promoting self-consumption, environmental resilience and the creation of local energy communities. This deployment is implemented across a range of municipal facilities, including schools, libraries, sports centres, fire stations and neighbourhood centres, integrating landscape and functional criteria to maximise sustainability.
An executive project is carried out for the installation of photovoltaic systems on ten municipal facilities in Barcelona as part of the Pla Terrats programme. The project includes interventions at the offices of the Institut Barcelona Esports (IBE), the La Sagi Municipal Sports Hall, the Llevant Fire Station, the Can Rectoret Neighbourhood Centre, Institut Besós, Institut Rambla Prim, Institut Puigvert, Institut El Vent, Institut Ferran Tallada and Institut Princep Viana — CEIP Pegaso. Collective self-consumption installations with surplus energy export are deployed, ensuring their integration with existing infrastructures and compliance with current regulations.
The technical solutions include a total of 1,499 photovoltaic modules, with an aggregated capacity of 463.6 kWp. At the IBE offices, 59 modules of 420 Wp are installed, providing a total capacity of 24.78 kWp. At La Sagi Sports Hall, the existing installation is expanded to 219 modules — including both existing and new panels — reaching a total capacity of 81.3 kWp and incorporating three inverters. At Llevant Fire Station, 136 modules of 390 Wp are installed, delivering 53.04 kWp through three inverters on rooftops with varying inclinations. Likewise, at Can Rectoret Neighbourhood Centre, 54 modules of 390 Wp are designed, with a total capacity of 21.1 kWp and dual inverters.
Regarding the educational centres, Institut Besós incorporates 184 modules on the building rooftop with a total installed capacity of 50 kW. At Institut Rambla Prim, an installation consisting of 140 photovoltaic modules is designed, achieving a peak capacity of 37 kW. The installation at Institut Puigvert includes 184 solar modules, providing a total capacity of 45 kW. At Institut El Vent, a photovoltaic installation of 68 modules is designed, with a total installed capacity of 19.38 kW. At Institut Ferran Tallada, a photovoltaic plant consisting of 135 modules and a total peak capacity of 42 kW is installed. Finally, Institut Princep Viana — CEIP Pegaso includes the installation of 320 photovoltaic modules with a total capacity of 90 kW.
To ensure effective control and monitoring, all installations include monitoring systems capable of measuring the energy generated or consumed by the installation itself, as well as the energy generated or injected by each building. This set of interventions contributes decisively to the municipal objective of reaching 384 photovoltaic installations and 19,244 kWp of installed capacity by 2027, generating clean energy for approximately 10,450 households and avoiding more than 8,660 tonnes of CO₂ emissions annually. At the same time, the project reinforces Barcelona’s leadership as a European benchmark in distributed urban solar generation, combining efficiency, design and shared ecological transformation.
