Localret, a consortium made up of more than 870 municipalities and a benchmark organisation for the digital transformation of Catalan municipalities, promotes a project to analyse and improve mobile network coverage across a total of 19 municipalities. This initiative forms part of its mission to guarantee efficient and equal connectivity throughout the territory, especially in areas with complex topographical conditions or service deficiencies. The study responds to the need for objective information on the current state of mobile network coverage in order to support informed technical decision-making and advance towards high-quality connectivity.
Nineteen technical projects are carried out in different municipalities, where real mobile coverage studies are undertaken for each location. The municipalities involved are: Gallifa, Orpí, Sant Feliu de Llobregat, Calldetenes, Capolat, Olèrdola, Sant Julià de Vilatorta, Sant Quirze de Besora, Teià, Begues, Malgrat, Cardona, Muntanyola, Òdena, El Papiol, Prats de Lluçanès, Sentmenat, Sant Esteve Sesrovires and Sant Feliu Sasserra.
The projects include voice and data measurements through predefined routes within each municipality, repeated coordinated tests carried out in the morning and afternoon, and the use of RantCell Pro software with eight simultaneous mobile terminals to collect and subsequently process the data. These mobile devices record coverage parameters — including RSSI, RSCP, RSRP, SNR and RSRQ — together with service quality indicators such as call success rate, webpage loading times and download times for streaming or cloud-stored content.
The tests are repeated across different time slots and urban areas in order to capture the widest possible range of operating conditions. All data are accurately georeferenced and statistically processed to generate coverage maps and comparative reports that facilitate the interpretation and analysis of the results obtained.
The overall study provides highly valuable and comprehensive information on the current state of mobile connectivity, enabling public entities to make better-informed decisions to improve service quality. Altogether, the initiative contributes to ensuring high-quality and homogeneous connectivity in both urban and rural environments, in line with the digital transformation objectives of the Catalan local government sector.
